From any biological or taxonomical textbook you'd care to look into -- a human fetus is a human being simply because it is an organism that possess a set of dna that qualifies as a member of the genus homo, species sapiens.
And from any legal dictionary you'd care to look into -- a person is a human being.
Therefore, by simple commutation, a human fetus is a person within the contemplation of the law.
