The labor required to clean the tank and collect the food would require that you feed yourself. Where does that food come from? If you feed yourself from the ocean, then yes, it would be free energy. Otherwise, whatever goes into growing some portion of your food must be deemed to go into that eel, and the energy.

This is absolutely true, but I would bet that it will cost less to feed that eel than to power an entire home. Net sum gain.
