It's an interesting question but detonating a thermo nuclear device several thousand feet in the atmosphere would warm the surrounding air and the ocean surface waters assumedly causing the hurricane to gain strength.
What if you set the bombs off underneith the storm in the water, they would blast the storm off the water?
HAARP can kill, steer, make storms. They have been working on it since the early 60's, they use chemicals to alter the temp around on within storms. HAARP... Of course they tell you that HAARP does not exist.
In a word, no. You'd simply add radioactive moisture to the atmosphere, again enhancing the power of the hurricane. That radioactivity would be carried inland along the storm track.
The simple fact is that mother nature rules and if you're going to build a city below sea level right where hurricanes track then you can expect a disaster.

But I agree that there are probably some technologies that can at least mitigate some of the effects of a storm, and that these are being developed perhaps by the US, Russia and China. I suspect that there have been some weather occurrances that were not entirely nature's fault, and the severe Chinese snow storm last year might well be one of them... Pure speculation I'm afraid, I have no data or even rumor on the matter.
