Well you are talking about the court room but I'm talking about the court of public opinion. They didn't have to take Eliot Spitzer to court to get him to resign. They just leaked what he did and public outrage did the rest. If they had anything out there beyond the labels in the NY Times article, I'm sure they would have leaked it quickly and watched the spark create a massive flame of outrage. The article doesn't really note any evidence outright. It uses labels like "culture of bias" but doesn't substantiate them in any fashion.
Can you honestly think of any larger police department that hasn't been sued and had to pay out for anything in this modern age? The population of the county he is elected in is 3.8 million. That is like claiming the police departments of Los Angeles, New York or Chicago bring sued proves something. It doesn't. Organizations that size are always having something alleged and fighting someone in court over those allegations.His county has already been forced to pay judgments based on Arpaio's policies. What Arpaio has more than anything is a cult of personality. We entrust law enforcement officers with more credibility than a criminal--do they deserve just exactly the same amount of leeway as an ordinary criminal? That's what you're suggesting, that we can't even talk about him until he's convicted. We deserve better from law enforcement than that.
