No it's not. Whilst it's true that intellect and other biological can be classified as hereditory (if you do remember the old joke of a genetic scientist attempting to sell different physical features of celebrities) there is a great deal of conditioning involved when a personality is developed. Ideally, fostering still remains a vital ingredient of a great mind.
So ideally put, behind a great mind there are lots of factors, including the person himself but genetics does play a part.
I think the more important question is should we be balancing out the scales of hereditary, since we have developed the means to correct genetic "imperfections".
