Default How low the Dow?

I was double checking some references. A true bear market has to test the high set before the previous bear market to be more than a minor correction i.e. a dow of 1000-4000. Since the housing bubble burst we may be in a real bear market; an open elevator shaft. By 98 the market was more overvalued than the aug 29 market based on: book value, dividend yield and PE. The correction should therefore exceed the 84% drop seen then. This should lead to great buying opportunities.
