"Junk science" at it's best. Al isn't any where near close to science but he sure knows how to make melting ice caps slide into the water, in a computer generated way, that is. I have no political objections to combating pollution but I do have serious objections to the halfassed political solutions being offered. Sensible alternatives would include:

A 10 billion dollar prize for a super conductor stable upto 100 degrees F and capable of being turned into transmission lines costing no more than 4 times as much per foot than existing lines. I do not have the figures for transmission losses but I would be amazed if payback for rewiring the electrical grid north of the Rio Grade would exceed 4 years. I would also be amazed if it took more than 5 years for the prize to be won. Once that prize was announced energy prices would immediately start dropping. In 15 years or less oil and coal would be effectively worthless except as chemical stock. (5 years to win the prize, 4 years to get into mass production and 6 years for change out.)

A similar prize for fusion plants.

A much smaller prize for better batteries to run cars and small trucks say 500 miles between recharges (currently the Tesla is good for 240 miles.)

That would reduce household energy expenses by maybe 75%, including indirect benefits that would add at least 2 trillion to GDP.
