    Did Russia ask for this because it's good PR at home? It makes them seem relevent again?



    I fancy myself pretty savvy, but I don't know why they're doing this. It takes a whole lot of time energy, resources andeffort to hammer out deals like this. Neither of them is likely to nuke anybody soon.



    All you need is one if you can deliver it. Or lets get really paranoid and say a hundred. All on stealth subs. That should do 'er.





    Reagan and Gorby did it for the symbolic reasons. What's the reasoning behind this?
