Completely different. The United States President is a civilian and as a civilian he's is the Commander in Chief, its part of the job description as President. Its the civilian control over the military. A fairer comparason would be for Adm Mike Mullen currently the Chairman of the Joint Chiefs of Staff, to assume the Presidency of the US in a manner outside of being elected and thus controlled the military and the Presidency. Then the military would be running the country not an elected representative and he's using the military to hold onto his civillian power.
