First comment from the comments section:

That would also be 4 out of 10 equaling 40% Unemployed.

Thank you Bill Clinton for Nafta and the other free trade treaties that sent jobs overseas.

Thank you Liberals who have taxed business out of the State with sweet heart deals, the pay, the Benefits and the retirement plans and commissions for your friends.

Thank you Federal and State Government for coddling Illegals and giving them 10's Billions in freebies, and for allowing them sanctuary and to take the Jobs of Americans, 80% who are NOT picking your vegan meals, but have taken over Construction, and manufacturing jobs

Thank you Pelosi for taking a 3 page request to bailout Wall Street with over 3 trillion under Bush and Obama, and we on Poverty Street have seen ZERO.

Thank you Obama for not using Anti Trust laws to keep these to big to bankrupt Companies growing and getting even more massive, and to big to Bankrupt while stifling free Enterprise

Screw Health Care, screw Wall Street, where the hell are the JOBS

That would be "too" not "to". Anyway it's not because of the "crowding".....hillarious...that jobs and people are steering clear of that place.

High taxes, corupt local politicians with twisted socialist agenda's and an unfriendly enviroment for corporations is why that place his headed south fast.

It is a open window into the future for this Country if liberals had their way with things like socialized medicine and cap and trade energy tax laws.

Good news! Since the OP, the unemployment rate in California seems to have dropped from 40% down to about 12%!

I provided links - one of which is from the same publication as the link in the OP. What do you think?

Unemployment in California reached 11.9 percent in July, the highestlevel in recorded history. The percentage of Californians who have beenwithout work for at least six months rose to its highest recordedlevel.

That's a direct quote. Certainly, 11.9% is a terribly high unemployment rate, but it's far, far lower than 40%. Therefore, either the unemployment rate dropped like a stone, or the original post was bullshit.

Ah, my mistake... The OP post was newer - though it was based on the same study, by the same group. So I suppose it's theoretically possible that the unemployment rate increased from 11.9% to 40% in a single month. Is that what you're suggesting?

U6 unemployment in CA never topped 20.5%. OK now there are a lot of people that never got a job therefore they're not unemployed, mayhap that is where your numbers came from I dunno, but if it is, then it never changed for the better, but it is probable, or most likely to changed for the worse.

Haven't everyone noticed that no lie is to big today? Obama will PROBABLY raise the debt to 100 trillion by the end of the month, too.

What the fuck are you talking about?

Include them — as the Labor Department does when calculating its broadest measure of the job market — and the rate reached 23.5 percent in Oregon this spring, according to a New York Times analysis of state-by-state data. It was 21.5 percent in both Michigan and Rhode Island and 20.3 percent in California. In Tennessee, Nevada and several other states that have relied heavily on manufacturing or housing, the rate was just under 20 percent this spring and may have since surpassed it.

Now that's how you debate, kids. Pay attention.

If the unemployment rate in California was 40%, California wouldn't be California anymore. It would be a war zone.
