This story first broke in the New York Times. Who ever is leaking this stuff to the needs to be caught and prosecuted. They are undermining our ability to track these people down. Everytime these Top Secret programs are released to the public. The enemy makes adjustments. I truley beleive that the NY times is allowing there hatred of the bush admin. to do anything they can to cause controversy. the problem is they are assisting al Qaeda.

Search and seizure of a person's property/posessions can not be done without a warrant. Financial records a a record of property trading of a person. You need a warrant.
There are many time past when court cases were lost by the prosecution because they searched financial records without a warrant.
