I think they were talking about green jobs. Now Boxer brought the NAACP into it because she happened to be talking to a black man. See how condescending that is ?

he didn't just HAPPEN to be black. in fact his race is irrelevant. its who he represents thats important.

Boxer quoted several black orgs like that was supposed to impress the guy. Kinda like saying "I have black friends", in that way it was condescending.
BTW-Notice Boxer didn't take this guy to task for calling her "m'am". SHe could't intimidate him like she did the general.
