WASHINGTON (AP) - The $800 billion-plus economic stimulus measure making its way through Congress could steer government checks to illegal immigrants, a top Republican congressional official asserted Thursday.

The legislation, which would send tax credits of $500 per worker and $1,000 per couple, expressly disqualifies nonresident aliens, but it would allow people who don't have Social Security numbers to be eligible for the checks. Undocumented immigrants who are not eligible for a Social Security number can file tax returns with an alternative number. A House-passed version of the economic recovery bill and one making its way through the Senate would allow anyone with such a number, called an individual taxpayer identification number, to qualify for the tax credits

God! Confederate you are so right! And, this is what these liberals wanted to put in office. Can you believe these libs? They are so warped!

You do realize that not all working Americans are covered by the Social Security Program, right? That members of designated religious groups are exempted, and other pockets managed to remain outside the system as it expanded over the years? Some of those people may need a SSN for other purposes, but some working people don't have one. So that they can file income taxes, the IRS assigns an alternative number to their tax file in the place of their SSN. In order for these people to be eligible to receive these tax credits, the legislation must specify that they can use this alternative number in lieu of their SSN to apply for the credits.

The concern is that undocumented aliens working illegally could use this alternative number as a means to get these taxes credits. So let's parse this:

An undocumented alien

is working illegally

and is therefore ineligible for a SSN

but can apply for a tax credit

using an alternative number to an SSN

that is assigned by the IRS

when he/she files a tax return.

Are we seeing a problem with the logic yet?

Undocumented aliens working illegally don't exactly prioritize filing tax returns, because it advertises both their undocumented presence in the country and their illegal employment.

From the article:

In other words, illegal immigrants are eligible for the stimulus checks if they are filing tax returns. If they're not filing tax returns, they won't be in the system, and won't get a stimulus check.

The IRS created nine-digit individual taxpayer identification numbers, or ITINs, in 1996, to better track the tax returns of those who are ineligible for a Social Security number. Most taxpayers who use ITINs are believed to be illegal immigrants, though some legal residents - foreign investors, for example - also have them.

In Massachusetts 39,221 ITIN holders filed taxes for the 2006 tax year, up 20 percent from the previous year.

Considering how much democrats like to whine about not having adequate regulations and controls, they sure do enjoy writing up legislation with ridiculous loopholes like this. When the story breaks in 9 months that millions of illegals received a tax rebate, the dems will be howling for more oversight and regulation.

Well knock me over with a feather, a million people prepared to risk exposure to ensure Uncle Sam gets his share.

In which case, if they are that eager to comply with tax law, they are hardly likely to risk violating it by claiming a credit to which they are not legally entitled.
