It means taxes are too high.

I actually agree with this. Presidents such as Clinton tout the word "surplus" as if its a great thing, when in fact, it means they are taxing us to death.

The problem with Bush is that he has cut taxes, but he has fought for expensive and unbridled government spending.

We should not have a deficit or a surplus. It isn't the governments job to save money that I'll never see, nor is it their job to spend my money like a 16 year old girl at the mall with her daddy's credit card.
