In all fairness, when an organization - any organization - loses a high-ranking member, the position is soon filled by a different person, who assumes the same role. It is perfectly reasonable to assume there have been several successive "No. 2 leaders" of Al Qaeda in Iraq.
If the person with that title was recently captured or killed, it's a sure bet that a new person will be appointed to the role very soon.
