Chavez is definitely "out there" but he was also painted into a corner when we publicly labeled him as evil.
We made it clear that we wanted him out. He may be crazy but it isn't crazy to assume that there would covert operations to take him out.
Maybe Obama thinks it is a better policy that he talk to us instead of the Russia.
Kudafi in Libia is about the same kind of dude as Chavez and I remembered that George W Bush was willing to talk to him.

Critics charge that the partnership with Libya -- like those with regimes in Sudan, Uzbekistan and Egypt -- illustrates how Washington is allowing its war on terrorism to trump its effort to promote democracy and human rights in the Muslim world.
