No they haven't switched places.

Example: 0-Bama has requested $750 BILLION in ear marks. And he's only been a Senator for two years.

The only thing that's happened is that the Republicans got caught by their own constituents and a lot of them didn't survive to make it back to Congress in 2007.

Pay close attention to McCain's acceptance speech.
