    Renewable Energy, Fuel Reduction, and Economic Stabilization and Enhancement Act of 2007

    A bill to provide incentives for renewable energy production, to increase fuel economy standards for automobiles, and to provide tax incentives for renewable energy production.

    1/16/2007--Introduced.
    Renewable Energy, Fuel Reduction, and Economic Stabilization and Enhancement Act of 2007 or REFRESH Act - Directs the Secretary of Energy to make grants to:

    (1) promote geothermal power development;

    (2) develop all forms of ocean energy; and

    (3) assist in the development of new technology for the production of plug-in hybrid electric-combustion engine vehicles. Directs the Administrator of the Environmental Protection Agency (EPA), in calculating average fuel economy, to use the procedures described in the final rule relating to fuel economy labeling published in the Federal Register on December 27, 2006. Requires the Administrator of the National Highway Traffic Safety Administration (NHTSA) to study anticipated economic impacts and fuel savings from a requirement that all vehicles manufactured in the United States with a gross vehicle weight of not less than 10,000 pounds meet specific average fuel economy standards. Requires all passenger automobile tires sold in the United States to meet low rolling resistance standards prescribed by the NHTSA Administrator. Authorizes the Secretary to award grants to states to develop telecommuting and flexible work scheduling incentives to reduce traffic congestion in urban areas. Amends the Internal Revenue Code to:

    (1) include wave, current, tidal, and ocean thermal resources as qualified energy resources under the renewable energy tax credit;

    (2) extend through 2012 the qualified hybrid motor vehicle credit for plug-in hybrids; and

    (3) eliminate the limit on new qualified hybrid and advanced lean burn technology vehicles eligible for the full alternative motor vehicle tax credit.

    How many of these bills have to be killed by the Congressional Democrat leadership before people realize who is keeping us tethered to foreign oil? This bill was introduced January 2007!!!!! If any of the nitwits below belong to your state, if they are up for re-election in November, let them know you don't appreciate them sitting on a bill this important to our energy independence for a year and 8 months, by voting against them.

    Wave energy is currently being used by the Brits. It is about time we started.

    Mark these words. We will one day talking about alternative materials as much as we talk about alternative energy these days. Alternative materials, as oil becomes either more scarce or pricier, will be the buzz word.

    We absolutely must find an alternative for conventional plastics derived from oil. If we do not, energy will be the least of our problems.

    Geothermal energy is going to happen on a large scale. I designed an underground house more than 30 years ago where you would not have not felt you were living underground. It would require minimal heating and no air conditioning. It would recieve more natural sunlight than the conventional home.

    Good loed why would anyone want to develop alternative energies or materials? Hell, that would make this nation not only energy independent but create millions of high paying technical jobs as well as free up enormous amounts of capital for further investments. I say it is better to set around and say how great we are as a nation then to actually do something. So when you get the chance call or write your congressman and tell him/her what a wonderful job he/she has been doing and that they can count on your continued support.
