To what degree is the central Iraqi government the influential player in the National Iraqi Economy? Does it get pre-empted by other people - like Iran, like the Kurds, like the 'insurgency'?

I think I see what you are trying to get at Bear but I think it irrelevant. Here's why:

The income producing areas are Kurdistan and the Shia homeland while the international debt was spent in the Sunni homeland.

The Sunni homeland can defect to Jordan and/or Saudi but they would prefer a share of Iraqi oil wealth.

The Turks definitely want to take over Kurdistan and so does Iran. Kurdistan needs military allies.

The Shia need Sunni frontmen to avoid absorption by Iran and/or peninsula Sunni Arabs. In either case they would become second or third class citizens of a local empire.

I doubt the Iraqis can estimate the probable outcome of this mess.
