They arrested the guy with the sign because he was creating an obstruction to traffic, you can hear them tell him to back up. The officer on the bike then rides down to him. There is a discussion. The guy says something to the cop and the cop arrest him. We don't know what he said to the cop.

Do you have a link to an official report on the arrest? The bias'd footage with it's slanted narrative and assertions is inconclusive.

Police overreactions don't make the U.S. a police state Mike

I've always thought that Seattle police overreacted in the late 1990s when they used rubber bullets (very lethal in some cases) against the first WTO protesters.

But the occasional excessive force does not a police state make.
