Of greater concern is that in the years prior to 2001, Guiliani authorized the construction of a $13M "emergency command center" located on the 23rd floor of WTC7. Critics immediately questioned the wisdom of the location, in that it was a) 23 stories up, rather than underground, and b) in the shadow of the #1 terrorist target. In fact, the WTC towers had already been attacked in 1993.
Nonetheless, Guiliani insisted on the location, and he got it. And conspiracy theories aside, WTC7 was destroyed in the attacks when tens of thousands of gallons of stored diesel fuel near the ground floor ignited, weakening the building supports.
