I cannot count the amount of people that I have seen on food stamps, WIC, or other government-funded financial programs that have gone abused. I see families where every member is carrying a cell-phone, and the only groceries they buy are things like Doritos, Oreos, and assorted frozen foods.
I do believe, however, that WIC has gotten it right. You may think that these women are getting free food for doing no work, but realistically, they do not receive much. WIC checks are thoroughly monitored -- they must be used within a month period and they can only be used for very specific items, most notably things like cereal, baby food, and juice. I believe that every government funded financial aide system should run this way. Just as the OP stated, these people are basically receiving money for free, and they are doing little-to-nothing to earn what they are receiving.
