That article has been discussed to death. One of the writers is a PNAC token liberal. The opinions of two jounalists that traveled where the military wanted them to travel, saw what the military wanted them to see, visited with the folks that the military wanted them to talk are hardly trustworthy.
Here, go read this thread that was posted when the article first came out.

Rep. Schakowsky: Petraeus hints at decade-long Iraq presence
By Patrick Fitzgerald
August 10, 2007
Gen. David Petraeus told a congressional delegation visiting the Middle East that success in Iraq will require a U.S. military presence there for about a decade, Rep. Jan Schakowsky (D-Ill.) said Friday.
The commander of U.S. troops in Iraq, who will deliver a highly anticipated progress report next month, said the U.S. “w
ill be in Iraq in some way for 9 or 10 years,” according to Schakowsky. The general also highlighted progress in Anbar province, where former Sunni insurgents have turned against Al Qaeda extremists in recent months.

I don't know about you, but in my mind, having to be there 9 or 10 more years is hardly winning.
BTW, we did what was authorized and what we set out to do, we removed Saddam and we helped them form a government. What exactly is winning to you?
