So Dickie Boy doesn't think he is part of the Executive Branch, huh? I guess Article 2 of the Constitution, like most parts of the Constitution under the Bush/PNAC Gang administration, is to be amended to reflect that new change?

The VP is President of the Senate and can cast tie-breaking votes, like when Al Gore voted to tax socialist security payments.

That would pretty much make the VP part of the Legislative Branch. As far as I know, the VP has no executive duties whatsoever.

His role as a member of the Legislative Branch is limited, when he is acting in that limited fashion, he doesn't have to comply with the laws regarding the records of the executive branch. I think that is fair. - And remind me again, didn't Cheney claim to be executive branch during his Energy Task Force records suits?
