Political links to Muqtada Al-Sadr made his Mahdi Army the logical choice despite strong links to Jerusalem Force and Iran. Rumsfeld felt that we could reach our 50,000 footprint goal quicker by going that route seeing the political will back home fading.
Rumsfeld resigned the day after the election. It appears his plan gave way to a civil war and giving Iran the vision of being able to become a regional power broker in the heart of the world's battery.
"Black Hand" Bob Gates, who masterminded the insurgency against the Soviets in Afghanistan, comes in and removes restrictions on who can be engaged. They surge combat units to clean up all the bad actors. There will be a constant change in aggregate strength over the next year in Iraq with the goal of rotating soldiers home who got extended for the surge and reaching our magic number of staffing the forward operating base in Iraq with 50,000 forces and a sympathetic freely elected gov't, preferably before JAN 2009 When Hillary gets sworn in.
