For me personally, I would put George W. Bush, Jimmy Carter, and Lyndon Johnson in the top three. Bill Clinton would most likely be considered the best as his presidency marked an era of relative peace and stability.

Imposed the Federal Reserve on the US, thereby violating the Constitutional command that only Congress shall coin money. The Federal Reserve caused the Great Depression, which gave us our second worst President, Roosevelt.
He oversaw the ratification of the Sixteenth Amendment which transferred control of American wages from the people to the government.
He dragged the United States into a silly war in Europe, using a simple REQUEST from Germany to Mexico to start a war with us. That was not sufficient reason.
He made spoken and printed opposition to his calls for war a criminal offense, treason.
He oversaw the ratification of the 18th Amendment, Prohibition.
Some would say that the 17th Amendment was also in error, but I don't agree.
Overall, a disaster for the country and the Constitution that we've never recovered from, and never will.

Yes. His fiscal policy is a mess and is contrary to what he should have learned in Harvard when getting his MBA. His immigration policy is a disaster.
DHS is bloated and dysfunctional. Up until the Democrats took control of Congress, President Bush had vetoed NO spending bills. His use of presidential signing statements, to attempt to circumvent law, is unprecedented in the sheer VOLUME of attempts. His attempts to usurp powers not specifically granted to the presidency is appalling. The level of secrecy surrounding his administration (on matters of public policy such as energy) is dismaying. The general ineptitude of his appointees- in matters as mundane as terminations of employment is alarming. And don't get me started on his foreign policy.
George W. Bush is easily the worst president in US history- including Jimmy Carter, and that's saying something.
Carter, hands down. Then FDR, then Bush.
