Excellent news... Maybe this will enable some of them to make the phone calls needed to get a job, not to mention provide for emergency situations. Payphones are becoming scarce these days, and they're not very useful for receiving calls from potential employers.

Show me how it is constitutional for the federal government (I'm assuming this is a federal program) to buy cell phones for people? Looks like another "general welfare" argument... Never mind the rest of the constitution that completely destroys the "general welfare" argument (tenth amendment)

No. What happens is, people stop paying for their land lines, and convert over to the cell phones.

I agree. If this program saves one life because someone who otherwise wouldn't have phone service is able to summon assistance then I'm all for it. Money well spent.
