Why?

The CIA was already following him during the Clinton administration, he was a known

terrorist leader, Clinton even had the CIA call him a few times with opportunities to

"take OBL out".

Yeah, that's why the Bush administration worked with the Taliban in February 2001 and worked out a deal to turn over OBL and destroy his terrorists camps.
