I tried typing the thread title in caps but when I post it the all caps are removed.

I'm confused.. how come some thread titles have all caps? such as this ---> CIA Claims Bay of Pigs FOIA Would “Confuse the Public"
But when I tried to do it, it wouldnt work? like with this one --> Npr

I tried to edit it and got the same thing. Maybe it's because it's in the Library and you're supposed to be quiet in there.![]()
