i think he meant that figuratively, rather than literally. "my plan" meaning the plan obama would like to have, and the basic components that would be contained in it.

Sure, why not?





He only figuratively swore to uphold the Constitution, he didn't mean it literally.



He literally can't define "victory" for the US in Afghanistan, so he's figuratively watching the pile of dead US troops mount while he can't figure out what to do.



The Constitution isn't literal according to the renowned constitutional scholar and idiot messianic president, it's only a suggestion.
