The main idea is the investments in Russia are still politically risky, nevertheless the statistics show a greater inflow of private capital in Russia ($82.3 bn, twice as much as in 2006). I'd like to ask what is "political risk" then? Is it an important factor for the decision to invest in a foreign market?
