New York is a city that I certainly would not have cut the security funding for. NYC seems to be the prime target for terrorists as it holds some of the largest and most recognizable symbols of the country. Surely there had to be other places that could have more effectively absorbed these cuts than NYC, and within days of an attempted bombing. It boggles the mind.

Well, it would if that's what was actually happening. The DHS budget was cut yes, but you don't find out until page two of the story that direct grants for port security, bundled with the DHS funds that will be allocated to NYC, actually increase their port security budget by almost $50 million.
It looks like what the Feds did here is take some away with one program, and give even more with another.
There are two novels that can change a bookish fourteen-year old's life: The Lord of the Rings and Atlas Shrugged. One is a childish fantasy that often engenders a lifelong obsession with its unbelievable heroes, leading to an emotionally stunted, socially crippled adulthood, unable to deal with the real world.

That is a good thing for the ports, but NYC faces more than just port based threats. The additional funding you are referencing are part of a granting program in the American Recovery and Reinvestment act.
The concerning part is that grant funding such as the ARRA is typically one time or short term. The budget was actually cut for NYC as the article points out.
