They haven't actually announced it yet - the Telegraph's jumping the gun a bit. It will all be a bit pointless is their story is accurate though, and the only change will be allowing Ireland to keep a commissioner - I can't see any of the member-states who will lose their commissioners agreeing to that concession.

I'll rummage up a new avatar for you as soon as I can.

The Irish government has formally announced that they're prepared to hold another referendum, but first want legally binding assurances that ratifying the treaty will not affect Irish neutrality, abortion laws or taxation - and possibly also that they'd keep a permanent commissioner. The first three are simple enough, but I can't see all member-states agreeing about the commissioner.

Either way, I reckon there's a good chance of winning a second referendum with just the first three assurances (depending on the political climate in Ireland next October). If they do succeed in getting a 'Yes' vote, then the only obstacle to Lisbon will be these wastes of human flesh. Looks like it might eventually make it after all. I'm uncertain whether this is good or bad news.
