Here is how this works. Someone's going down a road. Its the wrong road, but they don't really understand that. They're driving down this road and then all of a sudden smash into the side of a mountain, wreck their car and kill a few squirrels. And they're like, "shit! I didn't think that would happen". Now they look back and think, "I shouldn't have taken this path".
Michael Vick is sorry because he got caught. But that is how it works. No one is sorry until they understand the gravity of what they are doing. What you are asking is, "Did Michael Vick understand how wrong what he was doing was, when he choose to do it?" And the answer, I believe, is absolutely not. Dog fighting is a popular activity in certain subcultures and he was probably just "having fun". However, now this guy who once felt beloved by all has people hating his guts with a fury!
So he has to think about it. How could people hate him so much. Maybe its because what he was doing was so awful.
There is nothing wrong with being sorry after you get caught as long as you pay the consequences. Then, you should be forgiven and allowed to move on. Americans are forgiving the first time or two.

I think thats a good thing.
